The Kentucky Cabinet for Economic Development is seeking a dynamic and self-motivated individual to join our team as a Workforce Development Project Manager. The full-time position, which will be based in Frankfort, Kentucky, will be responsible for cultivating economic growth by developing relationships with the business community to identify and attract talent, providing leadership to regional business service teams, and connecting labor supply and employer demand.

Job Details

Relationship Management:

  • Proactively meet with companies to provide relationship management and to coordinate strategic service delivery.
  • In collaboration with the local and regional development entities, provide coordinated workforce resources to business and industry clients through a single point of contact for workforce service delivery.
  • Maintain knowledge of all regional and state workforce resources available to companies and coordinate resources (such as in-state and out of state recruitment/job placement services, customized training, and training incentives) in an efficient, high-quality manner.
  • Support business development by presenting workforce resources to prospective, expanding, and existing companies.
  • Analyze and provide labor market information regarding available and projected workforce supply and demand to company, community, workforce and education stakeholders.
  • As regional business service team leader, collaborate with partner agencies to design and ensure delivery of resources and programs to business clients.
  • On a local and regional level, broker relationships between employers and community stakeholders to identify workforce gaps and generate proactive solutions. 
Employee Recruitment:
  • Partner with business clients to identify real-time open job positions and direct to platforms to post jobs and search for qualified candidates.
  • Provide labor market information and other workforce intelligence to inform recruitment strategies.
  • Work with the Career Center, veterans agencies, educational institutions, and others to match potential candidates with company openings.
 Resource Coordination:
  • Identify training needs of business and industry partners and connect to customized training options.
  • During recruitment, align partners to pre-identify individuals who qualify for on-the-job training for new hires lacking required job skills.
  • Partner with training providers to deliver custom options for new-hires and incumbent workers.
  • Administer customized business and industry-specific training through skills training incentives.
The successful candidate should be able to demonstrate the following: 
  • Proactive, highly responsive work approach with an ability to identify new opportunities.
  • Ability to work independently, but also collaborate with Cabinet staff, management, economic development, education and workforce development partners.
  • Excellent time management, organizational, verbal and written communications skills, and a keen attention to detail.
  • Must be comfortable making presentations to small and large groups.
  • Experience specifically in analyzing employer hiring and training needs.  
Minimum Qualifications: A bachelor’s degree and relevant experience in business management, marketing, human resources, training and development, economics, economic development, workforce development, research, or a related field is required. Non-degreed candidates with experience in one of the above areas will substitute for the educational requirement on a year-for-year basis.  

Location: Frankfort, KY
Work Schedule: Full Time (Mon - Fri; 37.5 hrs/wk)
Salary (approximate, depending on experience): Mid $40,000s
